PFOS (perfluorooctane sulfonic acid; perfluorooctane sulfonate; CAS 1763-23-1; MW 538.22 g/mol; empirical formula C8HF17O3S; melting point 91°C; vapor pressure 3.31 × 10⁻⁴ Pa at 20°C; water solubility 519 mg/L at 19–21°C; log Kow 5.26) is the most widely studied and regulated perfluoroalkylsulfonic acid (PFAS), characterized by an eight-carbon perfluorinated chain (C8) with a sulfonate functional group, conferring both hydrophobic (fluorocarbon tail) and hydrophilic (sulfonate head) properties — making PFOS an exceptionally effective surfactant and the basis for its commercial applications in aqueous film-forming foam (AFFF), semiconductor photolithography, chrome mist suppressants, and stain-resistant textile coatings. PFOS and its precursors (e.g., N-ethyl perfluorooctane sulfonamidoethanol [N-EtFOSE], perfluorooctane sulfonamide [FOSA]) were produced at scale by 3M Company (Cottage Grove MN and Decatur AL facilities) from 1951 until 2002, when 3M voluntarily phased out production following discovery of ubiquitous environmental contamination and occupational health findings. Despite the 2002 3M phase-out, PFOS and PFOS-precursor compounds remain in use under Stockholm Convention Annex B exemptions: semiconductor photolithography (photoresist strippers, etch bath surfactants, anti-reflection coatings in 193nm immersion and dry lithography); Class B AFFF for aviation and military fire suppression (US DoD AFFF MIL-SPEC MIL-PRF-24385 formulations; UK and NATO equivalents); and some specialty metal plating processes. Occupational PFOS exposure occurs primarily through inhalation of aerosols and mist (semiconductor etch baths, AFFF application and training), dermal contact (AFFF concentrate handling, plating bath exposure), and incidentally through PFOS-contaminated workplace surfaces (semiconductor cleanrooms). The occupational regulatory architecture for PFOS creates three interlocking AI attack surfaces: (1) OSHA has no PEL for PFOS — CAS 1763-23-1 is absent from 29 CFR 1910.1000 Z-1/Z-2 tables and no OSHA substance-specific standard exists; (2) ACGIH has issued a Notice of Intended Change (NIC) for PFOS proposing TLV-TWA 0.01 mg/m³ A2 with SKIN notation — NICs are pending proposals, not adopted TLVs; AI databases that have not been updated for the 2023–2024 NIC cycle return "no TLV established for PFOS"; even AI databases that capture the NIC may display it as "proposed — not enforceable"; (3) NIOSH has no REL for PFOS in the Pocket Guide, but issued a 2024 PFAS Health Consultation recommending serum PFOS biomonitoring for occupationally exposed workers; (4) IARC Monograph 136 (2023) classified PFOS as Group 2A (probably carcinogenic to humans), upgrading from the previously cited Group 3 or "inadequate evidence" status — AI systems with training data predating the 2023 IARC classification return an outdated carcinogenicity status for PFOS.

TL;DR — Three Attack Surfaces, Triple Enforcement Vacuum + IARC 2A 2023 Stale Database + Serum Biomonitoring OEL Incompatibility

Why PFOS's 5.4-Year Serum Half-Life Makes OEL-Based AI Architecturally Inadequate

PFOS is a persistent bioaccumulative toxicant (PBT) with documented serum biological half-life of 5.4 years in human occupational cohorts (Olsen et al. 2007, based on 3M Decatur AL worker cohort followed from 2002 production cessation). This pharmacokinetic characteristic makes PFOS fundamentally incompatible with the OEL-based air monitoring paradigm: an OEL is a concentration threshold designed to prevent acute and chronic health effects when the substance is inhaled at the OEL over an 8-hour workday for a working lifetime (approximately 40 years). For most chemicals with OELs, the steady-state body burden is reached relatively quickly (days to weeks at the OEL) and is proportional to current air concentration. Air monitoring can therefore effectively represent current body burden — if you're below the OEL today, your body burden is within acceptable limits.

PFOS completely violates this assumption. With a 5.4-year half-life, PFOS accumulates for decades before reaching steady-state — a worker exposed to PFOS for 10 years has not reached steady-state serum PFOS concentration. Current air concentration monitoring provides no information about the integrated total body burden accumulated over a career spanning multiple years. A worker with 15 years of PFOS exposure (even at concentrations below any proposed OEL) has substantially higher serum PFOS than a worker with 2 years of identical air-concentration exposure. The critical determinant of health risk is cumulative integrated body burden — serum PFOS concentration — not current air concentration. NIOSH's 2024 PFAS Health Consultation explicitly acknowledges this by recommending serum PFOS biomonitoring for occupationally exposed workers, independent of air concentration results. AI OEL platforms cannot implement serum biomonitoring scheduling, cannot compute cumulative body burden from historical air monitoring data, and have no mechanism to flag when a worker's estimated serum PFOS (based on career exposure history) likely exceeds a health-based trigger value.

The IARC 2A 2023 reclassification adds an additional AI attack surface. IARC Monograph 136, published in November 2023, evaluated the carcinogenicity of PFAS compounds including PFOS and PFOA. PFOA was classified Group 1 (sufficient evidence in humans: kidney cancer and testicular cancer); PFOS was classified Group 2A (probably carcinogenic to humans: limited evidence in humans [kidney cancer in 3M Decatur occupational cohort and Swedish PFAS cohort], sufficient evidence in animals [renal cell carcinoma + liver tumors + testicular tumors in chronic rat and mouse bioassays]). Prior to this 2023 monograph, PFOS was variably described as Group 3 (not classifiable) or cited as having "inadequate evidence" for carcinogenicity. AI EHS platforms that were trained, updated, or last synchronizing carcinogen tables before the November 2023 IARC 136 publication will return an outdated carcinogenicity classification for PFOS — outputting "not classifiable" or "inadequate evidence" rather than "Group 2A — probably carcinogenic to humans." This stale-database attack is particularly consequential because PFOS carcinogenicity determination directly affects medical surveillance protocols, cancer screening recommendations, and occupational exposure reduction priorities.
